Newcomers who received their right of residence or residence permit in Estonia less than five years ago can take part in the free Welcoming Programme and free Estonian language courses.

To register, you need to have the right to live in Estonia and an Estonian identity document, such as an ID card for EU citizens or a residence permit card for non-EU citizens. More information and registration are available on the Settle in Estonia website.
