Residence registration and ID-code issuing

(1) EU/EEA citizens
If you have an EU/EEA citizenship you can apply for Estonian ID-code at the same place where you register your residence in Tartu. It can be done at Tartu Welcome Centre (Ülikooli 17) or at the Population Registry Service of the Tartu City Government (Küüni 5).

(2) Non-EU/EEA citizens
If you have a non-EU/EEA citizenship you can get your Estonian ID-code with your Temporary Residence Permit (TRP).
If you are staying in Estonia with a visa or visa-free or before you are applying for your TRP, you can apply for Estonian ID-code at Tartu Welcome Centre (Ülikooli 17) or at the Population Registry Service of the Tartu City Government (Küüni 5).
NB! Take your identity document (passport or ID-card) with you when applying for the ID-code.
Every person residing on the Estonian territory has to register the address of residence.
You can register your address of residence at Tartu Welcome Centre (Ülikooli 17) or at the Population Registry Service of the Tartu City Government (Küüni 5).
If you have an EU citizenship you have to register your place of residence within 3 months after arriving in Estonia. You can register your address of residence in Tartu at the same place where you apply for your Estonian ID code. Please make sure you bring all necessary documents for both steps.
Citizens of other nationalities have to register their place of residence within 1 month after receiving their temporary residence permit (TRP).
In order to register the address of residence, following documents are necessary:
- Valid passport
- Estonian ID code
- Rental contract on your name or house/flat owner’s signed approval

If you have a valid Estonian ID card or TRP (temporary residence permit) you can register your place of residence here.
- Fill in advance the following forms: notice of residence and application for grant of personal identification code and read the reminder on how to write a notice of residence.
- Bring an identity document (passport or ID-card) with you. If you are living with minor children or persons under your guardianship, then also bring with you their document and a document certifying your right of representation of those persons.
- Submit completed forms along with any necessary additional documentation to the official.
- Citizens of the European Union, of a member state of the European Economic Area and of the Swiss Confederation (EU/EEA citizens) do not have to worry about de-registration, if they wrote down their time of departure from Estonia when filling out the notice of place of residence in Tartu. Address removal from the population register will be automatic.
- If you do not remember whether you did or did not write down your time of departure from Estonia on your notice of residence, you are welcome to check it by sending an e-mail to info@tartuwelcomecentre.ee. Please make sure that you provide your Estonian ID-code in this e-mail.
- In case you are sure that you need to de-register your place of residence in Tartu, there are three options described below. Non-EU/EEA citizens can also follow the steps below :
- If you still have the possibility to sign the notice of your new place of residence digitally (using your Estonian ID-card, Smart-ID or Mobile-ID), just fill out the form on Tartu’s website, sign it and send it to info@tartuwelcomecentre.ee;
- Print out a notice of residence on Tartu’s website. Fill out the form, scan it (or take a photo) and add a copy of the page containing personal data of your identity document (your passport or ID- card) and send them to info@tartuwelcomecentre.ee.
- You are always welcome to visit our centre.
PS! You can also visit the Population Registry Service of the Tartu City Government at Küüni 5 in order to de-register from your place of residence in Tartu.
For a long-term stay in Estonia you will need:
EU, EEA, and Swiss nationals can travel and reside in Estonia for up to three months without registration. After three month, you have to:
- Register your permanent Estonian address in the population register and get your Estonian ID-code (if you don’t have it yet);
- Apply for an Estonian ID-card.
Non-EU citizens staying in Estonia for more than 360 days must apply for a Temporary Residence Permit (TRP).
(1) EU/EEA citizens
